His Excellency
With reference to my letter of the 21st instant
I have the honour to inform you that I have taken the
liberty to address a similar enquiry to His Britannic
Majesty's Consuls-General and Consuls at the various
Treaty Ports in China with a view to watching as far
as possible the morements of Indians who are suspected
of being concerned in the dissemination of seditious
literature, and also of ascertaining the numbers of
Indians employed in China not being members of the
Shanghai Police Force.
2. Information is in my possession on the subject
of the dissemination of seditious literature by Indians
at Amoy and Canton, and of secret confabulations with
Indians at the German Consulate at Canton, and I am
informed
